Currently, it is difficult to read a "Hi-Tech" oriented magazine without this word jumping out at us. If you are a technician, it is explained to you that the use of physical machines is a concept from another age and that the future is virtual! If you are a financial manager, it is explained to you with a lot of acronyms and figures that your IT costs are going to increase. There is just a vague correlation between your changing needs and the invoice you receive. Finally, if you are an end user, the cloud finally makes the long search for the horn of plenty a reality. One small detail: in any case, this idyllic world implies the outsourcing of your IT resources "elsewhere" and therefore of your services and data. The principle is simple: everyone accepts the virtualization of their needs as well as the pooling of the physical platforms required (datacenters, servers, storage, etc.). Thus, large "digital power plants" can appear and initiate a race to gigantism. Occasionally, one of these centres suffers damage and thousands of services are momentarily interrupted. All is well in the best of all worlds!
In contrast to this centralization scheme, a deconcentration scheme can (should?) be envisaged: the datacenter is no longer a center as excessive as it is isolated, but is part of a network of small or medium-sized, highly interconnected datacenters, collectively providing a "virtual datacenter" service (i.e.: DC As A Service).
In addition to truly deserving the name "cloud", such an organization, based on regional or local data centers, makes it possible to fully satisfy the needs, expressed or latent, of its users. Our technician can, in a simple way, rely on several datacenters in order to improve the reliability of his services. Our financial manager will continue to benefit from a synthetic and fixed-price vision of his computer workstation. Our end user will benefit from increased performance because he will have access to regional resources and not to a national (or even continental) centre. Finally, any manager responsible for regional planning will be satisfied to see skills and an economic fabric threatened by relocation through concentration remain at home.
In the end, the suggested analogy between "electric power" and "digital power" has never been more well-founded. In addition to a few large power plants, local power plants will be able to develop, offering all the flexibility and versatility required to meet the needs of the local economic fabric - SMEs, VSEs, French and even European administrations and local authorities.
