Towards a realistic and effective climate policy de Scott BARRETT, Carlo CARRARO et Jaime de MELO - Editions Economica - December 2015 - 456 Pages

Ahe publication of this book, written on the occasion of the 21st United Nations Framework Convention on Climate Change (COP21) in Paris, brings together the views of 49 experts on the difficulties of reaching an ambitious agreement commensurate with the stakes involved and on what should be decided to ensure that the necessary institutions are put in place so that we can really step up our efforts in the fight against climate change.
The fact that almost all the countries of the world have come together in an unprecedented move to commit to reducing or controlling their own greenhouse gas emissions gives hope that awareness remains even if the experience of the last 25 years does indeed call for caution, as no global cooperative agreement has been adopted on limiting climate change .

Climate change is both an unprecedented threat to development and an opportunity for countries to work together to transform the global energy system in a sustainable manner. With the foundations for collective action being laid by the Paris Conference, follow-up will be crucial.

"This book is particularly welcome to show how to build on this foundation. "said Kofi A. Annan, President of the Kofi Annan Foundation, 7th Secretary General of the United Nations (1997-2006). "This book is an important contribution to thinking about the actions to be taken and the difficult situations that policy makers will face when they persist as they should in the fight against climate change. Congratulations for the timing and content of this book! "according to Ernesto Zedillo Ponce de León Former President of Mexico and Director of the Center for the Study of Globalization at Yale University.
"This book provides a rigorous, lucid and in-depth look at the unprecedented challenges facing the world in responding to climate risk as a global community, but also at effective and achievable policies to achieve this goal. "According to François Bourguignon Professor at the Paris School of Economics and former Chief Economist of the World Bank.
