Spiil supports the CNum report on digital taxation

Since its creation in 2009, the Spiil (Syndicat de la Presse Indépendante d'Information en Ligne) has been calling for the implementation of a legal and fiscal framework capable of encouraging the development of digital activities in the press sector and supporting the structural changes facing press companies.

Moreover, it has constantly denounced the discrimination to which the digital press is subjected, the most flagrant of which is the VAT of 19.6% applied to digital sales (compared to 2.1% for the paper press). This harmonization must take place in France without delay, and without having to seek the unanimity of the 27 Member States of the European Union.

During the "open consultations" organised by the Conseil national du numérique (CNNum), the Spiil had the opportunity to reiterate these positions, and also to express its greatest reservations about the establishment of sector-specific fiscal or parafiscal measures which, as the CNNum pointed out in its report published on 10 September, miss their target, provide insufficient return, conflict with other measures, prove harmful to national digital players and/or are likely to undermine the attractiveness of the sector as a whole. The Spiil welcomes the consensus observed by the CNNum on these various findings.

Spill fully supports the priority to be given without delay to the modernisation of the tax systems of European Union and OECD member states, as well as to the search for greater efficiency of existing support mechanisms (Research Tax Credit, Innovation Tax Credit, Young Innovative Companies, etc.).

It calls on the public authorities as a whole to resolutely and immediately take into account the recommendations developed by the CNNum, at the French level as well as at the Community and international levels. The urgency is commensurate with the accumulated delays in the modernisation of the legal and fiscal framework for companies active in the digital sector, and more particularly with regard to press companies.
